About the 7th Pay Commission
The 7th Central Pay Commission was implemented from 1 January 2016, restructuring all central government employee salaries into an 18-level pay matrix. Minimum basic pay is ₹18,000 (Level 1, MTS/Group D), maximum ₹2,50,000 (Level 18, Cabinet Secretary). Each level has annual cells with 3% annual increments. The matrix replaced the older grade-pay system and consolidated allowances into a cleaner structure.
Salary Components Explained
Basic Pay — fixed by pay level and cell; increases by 3% each year. DA — 55% (Jan 2026), revised Jan and Jul. HRA — 27% (Metro), 18% (large city), 9% (other) of basic. TA — ₹7,200 (L9+) or ₹3,600 (L1–8) plus DA on TA. NPS deduction — 10% of (Basic + DA) for post-2004 joiners. CGHS — flat ₹250 / ₹450 / ₹650 / ₹1,000 by pay level.
